That's a great question! I had a quick look at the ITER website and it does look as though water for cooling will be substantial:

But then, 'traditional' fission type power stations recycle the water (although a lot is needed):

I can only imagine a fusion power plant would have a similar water recycling system - which will hopefully mitigate the initial demand...
